Abstract:
Motor literacy is a relatively new concept that is associated with measurement, change in health and well-being throughout life. The term means the development of basic motor and sports skills that allow the child to participate in a wide range of physical activities with motivation, confidence and control. The aim of this study is to design and formulate a strategy for the development of students 'motor literacy in Golestan province based on the SOAR strategic model. It tries to have an analysis of the current situation of students' motor literacy in this province. What is the motor literacy of the students of this province? But today, over the years, using the practical and traditional Swat model, they have come to the conclusion that the emphasis on weaknesses and threats will lead to a lack of attention to strengths and opportunities, which subconsciously moves the strategy development process to negative points.

The method of this research is descriptive-analytical and the method of data collection is documentary, survey and field. Strengths, opportunities, ideals and results have been used to formulate the SOAR strategy. The statistical population of this study included 30 available academic and executive experts in the field of physical education and training, which was collected through interviews.

The results of this study show that SOAR technique will eventually lead to the adoption of logical and realistic strategies to develop students' motor literacy. Based on the obtained results, the process of implementation of national plans and other plans of the Deputy Minister of Physical Education of the Ministry of Education in recent years has provided the necessary ground for the promotion of students' motor literacy. Also, increasing attention to movement and motor learning by preschoolers by families provides an opportunity for physical education teachers to achieve the aspirations and expected results of the SOAR strategy. One of the expected ideals is to achieve world motor literacy standards and have a regional motor literacy model for our province and country.
