Analysis of the policy-making process of sports organizations based on a policy cycle

Abstract:
Introduction: According to many experts, the term " policy-making" designed from the values, values and values has the characteristics of work, foresight, efficiency, generalization, idea and centrality of government. In the field of sports, the process of designing and implementing policies in the form of structured and regular programs is of great importance. Also, sport is a unique realm that serves as a symbol of soft power in international and policy-making; Therefore, the purpose of this study is to analyze the policy-making processes of sports organizations in the form of a multi-level model as policy cycle.
Methodology: The present study is a review and analytical study and was reviewed and analyzed using the library study method, documents and valid researches from scientific-research sources and databases.
Results: The results of the present study showed that the policy-making process in sports organizations can be formulated in a cycle with four levels of strategic thinking, policy development, policy change and policy maintenance. In the strategic thinking stage, first the desired challenge is identified, then a better understanding of the relevant context and its consequences is attempted. In the next stage (policy development), first the preliminary suggestions and recommendations are presented and then they are finally reviewed by conducting a collective consultation. In the third stage, policy change, the final policy is determined, then informed and implemented. Finally, in the last step, evaluating and monitoring the implementation of policies will lead to maintaining the developed policies so that if the need for reform, the steps of this cycle can be repeated.
Conclusion: Policy-making in sports organizations is a structured process and more than the expression of formal policies such as sports regulations, administrative laws and judicial decisions. Sports policymakers should determine the direction of the organization by formulating a vision for the future and designing desirable policies so that other managers can implement and make the necessary changes with purposeful and conscious intervention. Therefore, appropriate policy-making requires a systematic set of steps to be formulated, implemented and developed by the institutions and authorities in the desired direction.
