Approaches to improving the Place of sports in the bill of the 7th National Development Plan of the Islamic Republic of Iran

Abstract
Today, the dominance of strategic thinking and management in organizations is one of the indicators of the development of governments and societies. In this regard, development programs has been on the agenda of the Iranian government for more than 70 years. This is because unplanned development has been believed to lead to uneven development, exacerbating regional imbalances and undermining national unity. In this regard, one of the most important categories in these documents has been sports. Since the analysis of the current situation in the fields of professional sports, elite sports, public sports and educational sports shows a great distance from the ideal set forth in the Constitution of the Islamic Republic of Iran, in this study, a descriptive-analytical method and studies have been tried. Documents of development programs (1948-2022) to find the answer to the question of what approaches should be considered in the 7th National Development Plan of Iran so that sport can gain a better position in the four areas?
Therefore, in addition to the pathology of past programs and stating that there is no systematic framework in past programs, suggestions have been made in the field of 1. Inspection-Supervision 2. Structural 3. Legal-Tax 4. Financial-Budgetary. In the end, and since the development plans and general policies of the country in order to plan and determine the policy and decision-making in organizations is the basis of citation, it is expected to take into account the issues raised in the 7th National Development Plan with an approach Exercise more coherently and systematically.
